    The Ukrainian program on energy efficiency increase and development of renewable energy sources (UKEEP) offers the attractive market conditions for crediting of projects, aimed at increase of energy efficiency of operating private enterprises, and also at use of renewable energy sources for thermal and/or electric energy production.

    Dear Sir/Madame,

    ÍÒÖ SEC “Biomass” is looking for an opportunity for financing the project of wood
    pellets production on the basis of an existing Ukrainian enterprise.

    The project implies installation of production line with production capacity of 2 tons of wood pellets per hour. An annual production of pellets is expected to be around 11 tons. Western Europe is supposed to be the key market for such production. Meanwhile, as a result of production development, the procurement of such product might also happen on the national market. The relevance of the project is defined by constant demand for pellets worldwide, and especially in Western Europe, as well as by the high price of the given product on the international market.

    Total financial cost of the project realization – 4.5 mill UAH.
    Pay-back period (discounted) – about 3 years.

    We will consider any proposals (credit arrangements, investments, share holding).

    The hot-water boiler of 350kW for straw bale combustion is under installation at the moment at secondary school of village Stavy of Kyiv region in frame of IPP/CRDF international project. The boiler will provide heating for premises of secondary school and kindergarten, and saving of 220 tonne of coal per heating season. Straw will be supplied from neaby agricultural farms.

    The installation of few more hot-water straw-fired boilers is planed. Interested companies are under selection at present. Welcome to cooperate.

    German energy agency (DENA) in cooperation with SEC Biomass under support of German Government and Ministry of environmental protection of Ukraine issued “Handbook on Joint Implementation projects development in Ukraine”. This handbook meant for informing of potential technical projects owners about Joint Implementation mechanism and its realization in Ukraine.

    Electronic version of the Handbook is available in English and Ukrainian to download

    Anyone can also get the Handbook in printed form in Ukrainian at SEC Biomass’s office (see location of the office), room 201 for free and without limits.

    Ukraine's New Year present: JI procedures approved

    A Ukrainian government committee yesterday adopted national procedures for the consideration and approval of JI projects.

    The long awaited approval is the essential formal step of government endorsement. All it needs now is the signature on the Resolution by the Cabinet of Ministers, a technical matter expected to take place within the first two weeks of 2006.

    The Government Committee on Agriculture and Natural Resources approved the Procedures of Joint Implementation Projects in Ukraine based on the draft presented by Minister of Environmental Protection Pavlo Ignatenko.

    The Procedures envisage a two-step process for JI project approval to be carried out by Ukraine’s Ministry for Environmental Protection (MENP). Firstly, project developers submit their Initial project idea notes to MENP, which must decide whether to issue a Letter of Endorsement within 15 days.

    The next step involves gaining a Letter of Approval, which is supposed to take no more than 30 days. The project hosts are required to submit applications that include the baseline study, emissions reduction calculations, a monitoring plan, an environmental impact assessment and a project finance plan. The project documentation is to be submitted with the conclusion of an operational entity, one of the verifying companies that is accredited by the JI Supervisory Committee.

    After the JI Procedures are formally endorsed, the MENP will establish a JI Secretariat, responsible for project evaluation, as well as internal criteria for the evaluation.

    On May 21st, 2003, a one-day Ukrainian-Austrian seminar covering the topic “utilisation of bioenergy” was taken place in Kiev. This seminar was organised by E.V.A., the Austrian Energy Agency on behalf of the Austrian Ministry of Agriculture and Forestry, Environment and Water Management and Scientific Engineering Centre "Biomass".. The goal of this seminar was to identify joint Ukrainian-Austrian bioenergy projects, which shall finally be realised in the framework of the Ukrainian-Austrian Energy Partnership Program. The Austrian Minister for the Environment, Dipl.-Ing. Josef Proell, has, besides high representatives from Ukrainian energy politics, participated at the seminar.     Proceedings of the First International Ukrainian Conference on Biomass for Energy (September 23-26, Kyiv) are issued on a compact disk. The compact disk contains unique materials of the conference, which was attended by 180 specialists including 17 from Newly Independent States and 27 from the USA and European countries (Austria, Denmark, Germany, Sweden and others). There are on the disk 85 full texts of presentations and 120 abstracts on technical, economic, ecological, legislative aspects of biomass-to-energy technologies and also bioenergy development issues concerning Ukraine and other countries. You can find also on the disk resolution of the conference, full list of participants with their contact information, published booklets and articles on bioenergy, conference photograph album and other useful information.
