The implementation of power generating capacities on the basis of CHP technologies is one of the most important trends of modern power engineering development. According to the EU Cogeneration Directive, Cogeneration is the simultaneous generation of heat and electricity in a single process. CHP plants provide the highest efficiency (up to 90% and higher) of useful fuel among all the heat-and-power engineering technologies. The high efficiency is the reason of low electricity prime cost, reduction of greenhouse gases emission and great reduction of electricity transmission losses. CHP plants utilize both fossil fuels (coal, natural gas, oil and uranium) and renewable energy sources (biomass, geothermal energy, etc.). The specific investment costs per 1 kW of installed electrical generating capacity are in the range of 300-600$. The payback period is 1,5-5 years depending on plant complexity, energy resources prices and equipment structure.
Energy production by CHP technologies is rapidly developing all over the world. In many countries CHP strategies and targets up to 2010 are developed. For example the US and UK governments are going to double CHP installed capacities. China plans to put in operation about 3000 MW of CHP capacities annually. Japan, Australia, Canada have lists of CHP projects approved for construction. The implementation of these projects will increase CHP capacities by 200-300 MW annually in national energy sectors. CHP reduces fuel consumption by 1500 PJ in European Union that is equal to total energy consumption of Belgium. In 1999 in Europe the share of CHP in total energy generation amounted to 10%. In some European countries the CHP share greatly exceeds average EU indices. The leaders are Denmark – 50%, Netherlands – 40%, Finland – 35%, Austria – 28% of total heat production. With the adoption of the EU cogeneration Directive it is expected to increase CHP capacities in EU countries up to 18% of total electrical generating capacities within the next 10 years.
Presently in Ukraine CHP covers about 9% of total power generation. The installed CHP capacities in industrial sector amount to 3100 MW. Most of these CHP plants were constructed in 1950-1970s of the last century. They have low fuel efficiency and require modernization.
Ukraine has a high potential of CHP technologies implementation. Combined heat and power production at municipal boiler-houses allows to install up to 6000 MW electrical capacity. Industrial sector has even greater potential for CHP capacities installation – 8000 MWel. On the basis of gas transport system of Ukraine it is possible to install up to 2000 MWel. Under replacement of each 1000 MW of used heat and power plants by new CHP it is possible to save up to 1,5 mill tons of equivalent fuel per year. The reduction of pollutant emissions will be the following: CO2 – 4 mill tons, NOx – 2,500-3,000 tons, SO2 – 50,000 tons, and also about 25,000 tons of other pollutant emissions.
Wide implementation of CHP technologies will allow to solve the problem of rehabilitation of domestic energy mechanical engineering. Ukraine has a powerful industry capable to provide CHP projects with all necessary equipment.
The Law of Ukraine “On Combined heat and power production (co-generation) and utilization of dump energy potential” adopted on 28.06.2004 by the Ukrainian Government (Verkhovna Rada) by overwhelming majority (385 votes) is very important.
To speed up CHP development and its implementation in Ukraine the conference recommends:
- To consider CHP technologies as one of the highest priorities for heat and power engineering sector development in Ukraine.
- To take into account CHP potential in Ukraine when developing “Energy strategy of Ukraine for the period till 2030 and further prospects”, which is now under development according to the decree of President of Ukraine.
- To create in Ukraine in the near future a mechanism allowing Ukrainian organizations to take part in Joint Implementation projects for greenhouse emissions reduction units sales according to Kyoto Protocol in order to attract additional foreign investments for the implementation of CHP projects.
- To implement CHP projects through the effective tool of investment and innovative activity in main scientific and technical directions - Technological Park “Institute of Engineering Thermophysics”
- To involve municipal and regional administrations in the CHP projects implementation activities in regions by providing them with the additional information.
- To override the veto set on the Cogeneration Law.
- To develop and adopt the CHP development program, to designate the responsible agency, ministry or another body at governmental level and to link its activities to international activities, especially taking into account the features of CHP development in the European Union
- To increase financing of R&D and demonstration projects in CHP sector by Ministry of Education and Science, Presidium of National Academy of Sciences of Ukraine, State Committee for Energy Conservation, Ministry of Fuel and Energy, Ministry of Agrarian Policy, Ministry of Environmental Protection, State Committee for Municipal Economy. To provide the priority financing of demonstration examples of CHP equipment development.
- Ministry of Education and Science and Presidium of National Academy of Sciences of Ukraine shall provide training of highly qualified scientific and educational specialists in CHP sector.
- To provide information on projects implemented and possibilities of CHP equipment production by domestic enterprises. To raise awareness of companies by means of conferences, seminars, training actions, educational programs.
- To task the Institute of Engineering Thermophysics and Institute of Applied Studies in Power Engineering to study the possibility of founding of the Ukrainian Cogeneration Association and following perspectives for it to join the European CHP association Cogen Europe.
- Taking into account that the First International Ukrainian Conference on Cogeneration for Industry and District Heating Systems has been held successfully and has attracted attention of the leading domestic and foreign specialists the Second International Ukrainian Conference on Cogeneration for Industry and District Heating Systems should be held in 2006.
